Overview of the return on investment related to damage prevention in municipalities

Aviseo Consulting examined the benefits of becoming a member of Info-Excavation for Quebec municipalities. Info-Excavation is a service that can be used to locate water mains, electrical wires, sewers, and other underground infrastructure in order to reduce breakage and damage caused by excavation work. Becoming a member of Info-Excavation is considered to be a public investment project since municipalities must invest a minimum amount (mapping costs) in order to fully benefit from the project and pay annual membership fees and location request processing fees. In turn, the project generates benefits for municipalities by eliminating breakage costs.

  • Each municipality must eliminate between $0.9 million and $2.2 million in breakage costs annually to make membership cost-effective.
  • In the past three years, 34% of breakage was due to not submitting a location request.
