Analysis of the economic impacts of the Immigrant Investor Program

Aviseo studied the economic benefits of the Immigrant Investor Program, which, since 1985, has allowed immigrants to settle in Quebec in exchange for a $1.2 million interest-free guaranteed loan, which is then invested by Investissement Québec. Returns are redistributed to Quebec SMEs as subsidies, which has allowed for the development of a number of projects, mainly in the manufacturing industry outside of the Montreal region. Subsidies have a lasting effect—investments from the last 10 years will have benefits until 2035, 75% of which are associated with SME projects.
